Planning Scheme Amendment GC174 – Shepparton Line Upgrade train stabling facility

An amendment to the Greater Shepparton Planning Scheme is proposed to facilitate the delivery of a stabling facility as part of Stage 2 of the Shepparton Line Upgrade.

Stage 2 of the Shepparton Line Upgrade will provide the infrastructure required for VLocity trains to run to Shepparton, improving service reliability and providing passengers with more comfortable journeys.

A new stabling facility is required to house these trains, which are longer than the current classic fleet, and to provide facilities for the staff who will operate them.

The proposed draft planning scheme amendment will allow the use and development of land in the Greater Shepparton local government area to enable project works.

Planning Scheme Amendment GC174 was available for public comment from Wednesday 16 September to Thursday 15 October 2020.

Following this period of consultation, Rail Projects Victoria requested that the Minister for Planning consider preparing, approving and adopting a planning scheme amendment to facilitate the project under section 20(4) of the Planning and Environment Act 1987.

Planning scheme amendments approved under section 20(4) are exempt from the notice and exhibition requirements of sections 17, 18 and 19 of the Act, meaning there would be no further opportunity to make a submission or be heard by an independent panel in relation to the amendment.

Planning Scheme Amendment GC135 – Shepparton Line Upgrade

Amendment GC135 to the Greater Shepparton, Strathbogie, Mitchell, Hume and Whittlesea planning schemes was approved by the Minister for Planning on Monday 18 May 2020.

The planning scheme amendment will allow the use and development of land in these local government areas to enable the delivery of project works as part of Stage 2 of the Shepparton Line Upgrade.

The draft planning scheme was available for public comment from Wednesday 19 June to Wednesday 17 July 2019.
